Oswego panel not in favor of residential development


For a second time, the Oswego Planning and Zoning Commission has voted to recommend denial of the preliminary and final planned unit development plan for a proposed multi-unit residential project.
South Barrington-based Projades LLC proposes to build Jade Estates of Oswego, a 52-unit residential development on about 8 acres on the southwest corner of Wolfs Crossing and Douglas roads in an unincorporated part of Kendall County near Oswego.
The Oswego Village Board approved the annexation agreement and rezoning for the site in May.
Representatives for Jade Estates were present at the Planning and Zoning Commission meeting. Commission Chair Charlie Pajor was concerned about the density of the project.
“It’s going to happen whether we vote it up or down because of the annexation agreement,” Pajor said.
Some residents were concerned about density and the potential loss of green space with the project.
“I have been seeing a lot of high-density building and a lack of architectural cohesion,” Oswego resident Dan Fograse said. “How many more developments do we need in this community that are side-by-side.”
The density is about 6.5 dwelling units per acre, Oswego Planner Jeff Lind said in a report to trustees about the plan. Units 1-12 planned for the south side of proposed Garnet Lane would consist of three four-unit townhomes, while units 13-52 would be traditional duplexes, Lind said.
The proposed site plan shows two access points along Douglas Road. However, due to the proximity of a future roundabout, the northern access point would just be right-in, right-out, officials said.
Staff said the proposed plans are consistent with the previously approved concept plan for the development as presented.
“Staff recommends approval,” Lind said.
The Jade Estates plan will go before the Oswego Village Board once the developer’s final engineering is approved. No date has been scheduled at this point, village officials said.
