President Donald Trump is calling on the Pentagon to resume nuclear weapons testing for the first time in more than 30 years “on an equal basis” with Russia and China which have been building up their nuclear arsenals. The declaration came minutes before his highly anticipated meeting with Chinese President Xi Jinping in South Korea. NBC’s Gabe Gutierrez reports for TODAY.
