More than half a million people gathered in Manila’s Rizal Park on Sunday, wearing white shirts and holding signs reading “transparency for better democracy.” Concerns grew after the country’s President Ferdinand Marcos Jr released an internal audit of flood control projects in August that found significant irregularities. It showed that out of nearly $10 billion in spending, thousands of projects were substandard, poorly documented or nonexistent.
