Rubio ‘Very Optimistic’ a Peace Deal Can Be Reached After Meeting With Ukrainian Officials in Geneva – RedState
After talks Sunday between senior U.S. and Ukrainian officials aimed at resolving the Russo-Ukrainian war, Secretary of State Marco Rubio said he was “very optimistic” that an agreement could be reached.
Rubio, special envoy Steve Witkoff, Secretary of the Army Dan Driscoll and Jared Kushner met with a Ukrainian delegation to discuss a peace proposal, which Rubio confirmed was drafted by the United States and based on “input from the Russian side” and “also based on previous and current input from Ukraine.”
The draft proposal was widely seen as too conciliatory towards Russia. European countries presented a counterproposal believed to have been drafted by Germany, France and Britain.

“It’s a very delicate moment,” Rubio said. “Some of them are semantics or language related. Others require higher level decisions and consultations. Others, I think, just need more time to get there.”
The head of the Ukrainian delegation, Presidential Chief of Staff Andrii Yermak, said: “We have made very good progress and are moving towards a just and lasting peace. »

Today, Secretary Rubio, Special Envoy Witkoff, Mr. Jared Kushner, and Secretary Driscoll held a thorough and productive meeting with the Ukrainian delegation to review the latest draft agreements under discussion. The Ukrainian delegation asserted that all of its main concerns – security guarantees, long-term economic development, infrastructure protection, freedom of navigation and political sovereignty – were carefully addressed at the meeting. Ukrainian representatives said that, based on the revisions and clarifications presented today, they believe the current draft reflects their national interests and provides credible and enforceable mechanisms to safeguard Ukraine’s security in the short and long term. They emphasized that the strengthened architecture of security guarantees, combined with commitments to non-aggression, energy stability and reconstruction, significantly addressed their key strategic needs.
Secretary Rubio and his team reiterated the United States’ strong commitment to ensuring that Ukraine’s sovereignty, security, and future prosperity remain at the heart of the ongoing diplomatic process. They emphasized that this work is driven by President Trump’s goal of ending a war that has cost millions of lives and preventing further loss of life through a lasting, enforceable peace. Both sides welcomed the continued progress made and agreed to continue consultations as the agreements move towards finalization.
The meeting concluded with a common understanding that today marked an important step forward and that close and continued coordination will be essential as the parties work towards comprehensive and lasting peace.

On November 23, 2025, representatives from the United States and Ukraine met in Geneva to discuss the American peace proposal. The talks were constructive, focused and respectful, underscoring the shared commitment to a just and lasting peace.
Both parties agreed that the consultations had been very productive. The discussions showed significant progress towards aligning positions and identifying clear next steps. They reaffirmed that any future agreement must fully respect Ukraine’s sovereignty and ensure a lasting and just peace. Following the discussions, the parties drafted an updated and refined peace framework.
The Ukrainian delegation reaffirmed its gratitude for the unwavering commitment of the United States and, personally, President Donald J. Trump for their tireless efforts to end the war and the loss of life.
Ukraine and the United States agreed to continue intensive work on joint proposals in the coming days. They will also remain in close contact with their European partners as the process moves forward.
The final decisions in this framework will be made by the Ukrainian and American presidents.
Both sides reiterated their willingness to continue working together to ensure peace that guarantees the security, stability and reconstruction of Ukraine.
For his part, President Trump criticized Europe for continuing to buy Russian oil while allegedly opposing the Russian invasion, and called Ukraine ungrateful.
