Top Virginia school board simulated parent ‘terrorist’ attack after student fatality

Shortly after a student was killed in a fatal crash involving a school maintenance vehicle, the Loudoun County Public Schools (LCPS) board held a closed-door safety training for staff in which dozens of actors simulated parents initiating “terrorist activity,” according to a report.

Nick Minock, a reporter for ABC7, Washington, DC, reported on X that the controversial Virginia school board hired 30 actors to play Loudoun County parents in a simulated terrorist attack scenario.

Minock wrote that the actors filled the seats as parents usually do at school board meetings, but then erupted into a frenzy of yelling, running and screaming. In the scenario, one of the parents was supposed to have a gun. Staff were instructed to run, hide and fight, according to ABC7.

An LCPS spokesperson told Fox News Digital that the meeting “was held in accordance with the Virginia Freedom of Information Act (VFOIA),” which they said “authorizes a public body to meet behind closed doors to discuss a variety of topics, including plans related to the security of any governmental facility, building or structure, or the safety of persons using such a facility.” »

The spokesperson clarified that “the School Board does not consider parents to be terrorists.”

Minock said one of the actors was supposed to play a relative named “Mr. Smith.”

In 2021, a father named Scott Smith was arrested at a school board meeting for disorderly conduct after he erupted over the handling of an investigation into the sexual assault of his then 15-year-old daughter by a transgender student at Stone Bridge High School. Smith has since been pardoned by former Virginia Gov. Glenn Youngkin, a Republican.

Additionally, according to ABC7, during the training, board President April Chandler called parents “agitators” and “disruptors” in reference to 2025 school board meetings in which parents expressed outrage over LCPS’ suspension of two high school students over another transgender locker room issue. The boys were suspended for 10 days from the same high school, following a Title IX sexual harassment investigation after they were filmed by a woman who identifies as transgender expressing discomfort with her using the men’s locker room.

The parents’ terrorist attack training session came just hours after another Stone Bridge High School student was killed in a crash involving an LCPS maintenance worker and a vehicle, according to the news outlet.

Calina Yu, 20, was struck at an intersection near the school on January 13, according to the Loudoun County Sheriff’s Office. The office said Yu was struck by an LCPS maintenance vehicle driven by a school employee. Yu was pronounced dead at the scene.

In response to Minock’s report, an LCPS spokesperson told Fox News Digital that the board announced a closed session “to discuss public safety matters” on January 9.

The spokesperson said, “This meeting was held pursuant to the Virginia Freedom of Information Act (VFOIA), which authorizes a public body to meet behind closed doors to discuss a variety of topics, including plans related to the security of any governmental facility, building or structure, or the safety of persons using such a facility.”

The spokesperson said that “consistent with applicable Virginia law, school board motions to hold closed sessions ordinarily follow the VFOIA language of the permitted subject matter that will be discussed in such meetings.” They said the motion to move into closed session included the following language: “Discussion of plans to protect public safety with respect to terrorist activities or specific cybersecurity threats or vulnerabilities and briefings by staff, legal advisors or law enforcement or emergency responders regarding actions taken to respond to such matters or a related threat to public safety.”

“Given the language used by VFOIA for this authorized subject, we can understand the potential for confusion. But as you can see, the reference to terrorist activity likely came directly from the Code of Virginia related to the authorized subject,” the spokesperson said, adding, “It is common for public agencies to regularly review safety and security protocols with law enforcement and other safety and security officials, who would fall under this subject matter.”

The spokesperson concluded that “while we cannot comment further on the details of the closed session, we can state that media accounts… are misleading and inaccurate.”

Another local media outlet, the Loudoun Times-Mirror, reported that Chandler responded to the accident by saying, “I want to express my deepest condolences to the family and entire school community who are grieving at this time,” adding, “We are grieving with you.” »

LCPS follows a policy called “Transgender and Gender-Oriented Student Rights,” or Policy 8040, implemented in 2021, which requires students who identify as transgender to be addressed by their preferred pronouns, participate in sports and activities of their self-identified gender, and access facilities of their self-identified gender.

Trump’s Justice Department filed a lawsuit accusing LCPS of violating the constitutional rights of the two suspended students. The DOJ alleges that LCPS’s enforcement of Policy 8040 requires students and staff to “accept and promote gender ideology” regardless of their religious beliefs. The case is ongoing.

Chandler did not immediately respond to Fox News Digital’s request for comment.
