The Supreme Court on Wednesday dealt a major blow to a legal strategy long used by Democrats and their civil rights group allies to accumulate power. This strategy deployed the Voting Rights Act of 1965 to force states to create majority-minority voting districts favoring the left. In Louisiana v. Callais, a 6-3 majority in the high court ruled that Section 2 of the VRA does not require states to draw majority and minority congressional districts.
