DHS Confirms Illegal Immigrant Trucker in Another Deadly California Crash Entered U.S. Under Biden – RedState

The Biden administration arrested him at the border, released him into the country and walked away. Two people died on a California highway today, and the man driving that tractor-trailer is an illegal immigrant from India who should never have been there.





Authorities arrested Manvir Singh, 24, following a fatal multi-vehicle crash Tuesday on northbound Highway 99 near Lodi, California. The California Highway Patrol responded around 12:20 a.m. after Singh’s large vehicle jackknifed, skidded off the road and struck a guardrail, triggering a collision involving three other vehicles. Two people were killed. Singh reportedly fled the scene on foot before being arrested.

Fox News correspondent Bill Melugin broke the immigration angle Wednesday, confirming via DHS that Singh is an Indian national who crossed the border illegally near Arizona in 2023 and was arrested and released by the Biden administration. ICE has since filed an immigration case with local law enforcement.

Melugin posted all the details in a thread on Twitter/X:

BREAKING: DHS confirms to @FoxNews that the tractor-trailer driver arrested yesterday for killing two people in a hit-and-run crash near Sacramento, Calif., is an illegal Indian alien who was arrested and released at the Arizona border by Biden’s admin in 2023. His name is Manvir Singh, and he now faces charges in San Joaquin County, Calif., for gross negligent manslaughter and hit-and-run resulting in death. He allegedly tried to flee the scene on foot after the accident. ICE took him into custody with local law enforcement.

This is the fourth Indian illegal foreign truck driver with the surname ‘Singh’ that we have covered who has been arrested for killing innocent people in accidents across the country, dating back to last year.

No details on his CDL yet, or even if he has one. More to come.





Singh faces charges of vehicular manslaughter with gross negligence, hit-and-run causing death or injury and resisting a police officer. His bail is set at $185,000 and he is expected to appear in court Thursday. The victims have not yet been publicly identified.

Shortly after, Melugin posted a second update sharing the official DHS statement on the accident:

“This criminal illegal alien from India should never have been behind the wheel of a tractor-trailer and allowed to kill two innocent people in a multi-vehicle crash in California,” said Acting Assistant Secretary Lauren Bis. “He is now charged with vehicular manslaughter, hit-and-run causing death or injury, and resisting a police officer. This is yet another example of why illegal aliens should not be driving trucks on America’s highways. We need Congress to pass the Delilah Act to prohibit states from granting commercial driver’s licenses to illegal aliens. »

The timing of this accident is impossible to ignore. This comes less than a week after the Supreme Court issued a unanimous 9-0 decision in Montgomery v. Caribe Transport II LLC that freight brokers can be held liable in state court when they negligently hire unsafe trucking companies. The decision, written by Judge Amy Coney Barrett, rejected the trucking industry’s long-standing argument that the Federal Aviation Administration Authorization Act (FAAAA) protects brokers from such lawsuits.





“A claim that one company negligently hired another to transport goods is not precluded by the FAAAA because states retain the authority to regulate safety ‘with respect to motor vehicles’ under the law,” Barrett wrote.

The decision “resolved a division among federal appeals courts” and is expected to significantly increase legal risks for brokers who skimp on vetting procedures for the carriers they hire.

The question of whether a broker knew, or should have known, a carrier’s safety record and screening practices will now be put before juries in state courts across the country. This could open the door to closer scrutiny of how drivers are hired and licensed.

This convergence of problems—illegal immigrant drivers, lax CDL oversight and now-expanded broker liability—is fueling an intensifying debate over who bears responsibility when people die on America’s roads.

This debate was already underway. In December 2025, DHS highlighted another case involving an illegal immigrant truck driver from India who allegedly caused a fatal crash in Oregon after obtaining a commercial driver’s license in California.

“Rajinder Kumar, a criminal illegal alien from India, was released into our country under the Biden administration and issued a commercial driver’s license by Gavin Newsom’s Department of Motor Vehicles. How many more senseless tragedies must take place before sanctuary politicians stop allowing illegal aliens to dangerously drive tractor-trailers on America’s roads? highways.”





DHS linked the Oregon crash to a series of other fatal trucking incidents involving illegal immigrant drivers from India, including crashes in Florida and California that left several people dead or seriously injured.

Delilah’s Law, named after a California girl seriously injured in another truck crash, would prohibit states from issuing commercial driver’s licenses to illegal immigrants. DHS has repeatedly asked Congress to pass it. With Melugin now reporting that he is the fourth Indian illegal immigrant truck driver with the name “Singh” to be arrested for killing people on U.S. roads, the pressure on Capitol Hill will only grow.
