Trump Could Soon Strip Student Loan Forgiveness From Millions of Borrowers

Changes to the public service loan delivery program may consider the organizations and governments of “non -eligible employers” if they do not align with the president’s agenda.

The public service loan delivery program was created 20 years ago with bipartite support, originally designed to forgive any balance of student borrowers who made 120 monthly payments while being employed in the public sector. This program offered substantial relief for employees of non -profit organizations, as well as all forms of government, including the city, the local, the state, the tribal and federal government.
But access to the program could soon be removed from millions of Americans.
In March, the Trump administration began its attempted dismantling of the Ministry of Education when they dismissed almost half of its staff, which led to significant delays in income -focused reimbursement requests. The last objective of the administration’s attempt to empty the department is the public service loan delivery program.
On August 18, the ministry published its preliminary rule indicating its proposed modifications to the public service loan delivery program, the result of the most recent rules – or the negative session. NEG REG is a consensual process according to which the federal government undertakes to modify the regulations governing a department or a federal position.
These new changes aim to consider organizations and governments as “non -eligible employers” if they are not aligned with the Trump administration agenda. Countless employers would be labeled ineligible PSLF employers without calling process, leaving millions of borrowers supporting a avoidable financial burden.
According to the preliminary rule published, “in cases where an employer is deemed to be engaged in activities which violate the federal law or the state or the established public policy, the borrowers assigned no longer receive credit for the delivery of loans during the months worked after the date of entry into force of ineligibility.”

Any organization or government that provides affirmative care or provides legal support to immigrants who have no legal status, for example, could be non -eligible employers within the framework of the PSLF, and their employees will stop accumulating these credits. This political crisis threatens to penalize organizations – as well as governments of states and local – which serve and protect these marginalized groups.
These dangerous regulatory changes will lead to politically targeted sanctions, with whole governments and cities made inadmissible to the PSLF. California, for example, is a sanctuary state and protects all residents, including immigrants and members of the LGBTQIA +community. The new cost of being a sanctuary state would make California an “ineligible employer” and would have an impact on all state workers – legislative personnel in the Department of State Parks.
To put this in perspective, organizations must have an identification number of the employer through the internal income service in order to hire employees and for tax purposes, and the rule would make some EIN ineligible employers for the PSLF. For example, if you work for a hospital that provides gender care, Ein would be marked as inadmissible to PSLF for all Employees – Impossible to know if you work as a health professional, administrative assistant, part of a cleaning team, etc. Many organizations have an EIN for several organizations hosted under them, and if an organization is carrying out activities that would deem them not eligible, the other organizations would also be.
Cities like New York, Chicago, Los Angeles and Denver have already faced prosecution for their status of the sanctuary city of the Ministry of Justice, and this regé Neg process is part of a series of political attacks against these democratic cities, as well as access to education as a whole.

Without PSLF, borrowers will be pushed into the private sector in order to reimburse their student loans, leading to an imminent shortage of professionals in the public sector. Those who have high cost diplomas such as lawyers or health professionals will now have to explore other ways to manage their student loan debt. With anti-intellectualism increasing alongside disinformation and propaganda, these regulations could dissuade future students from frequenting college, because many aspire to obtain a diploma with the promise of the PSLF.

But there is still time to prevent it from happening. The Ministry of Education currently accepts public comments until Wednesday, September 17, 2025 at 11:59 am PM And. Without PSLF, there will be nurses, advisers, doctors, law professionals, teachers, friends, neighbors and family members who will no longer receive their student loan debt after spending their careers to help people in need. We must not play with their livelihoods.
Donald Trump wants us to accept the current situation without making a stage. He wants us to believe that if we resist, he will harass us, will continue and write funding for those who interest us; He can sic Ice, the FBI or the National Guard on us.
