Bat Yam resident indicted for blocking citizens from entering bomb shelter during Iran war
Liliana Luyan was accused of having prevented a group of civilians from taking refuge during the War of Israel-Iran in June.
An indictment was filed on Sunday against Liliana Luyan, a 70 -year -old resident of Bat Yam, for having prevented civilians from entering a refuge during a missile attack in Iran against Israel.
This marks the first case of this type to lead to criminal charges since the War of Israel-Iran in June.
The incident occurred on Saturday June 22 at 7:30 am, when an Iranian missile sparked sirens through the Yam bat during the 12-day war. When a group of civilians tried to enter a public refuge in a building on Arlozorov Street to take refuge, Luyan, a building resident, was held at the entrance to the shelter, blocked the door with his body and refused to allow them inside, according to the act of access.
She said there was “no place”. Despite their calls and fears for their lives, Luyan slammed the door and also prevented them from entering another neighboring refuge in the region. The refusal was filmed and published for the first time by WallaWhere she was seen blocking the entrance while a siren went up and civilians tried to enter inside.
The Yam case is not an isolated incident
The unusual case in the yam of bat is not isolated. Reports from Tel Aviv, Petah Tikva and other central cities have indicated that civilians trying to cover themselves during the sirens also encountered locked doors and refusals in public shelters.

The indictment said: “Thanks to his actions, the accused was in possession of a refuge but did not allow people nearby to enter and stay in it during the attack.” Luyan violated a clause of the Civil Defense Act, which requires that “anyone in possession of a refuge, during a special situation on the inner front, should allow anyone nearby to enter and stay in the shelter during the duration of the attack”.
One of the people denied the entrance was Shuval Fuchs, 27, from the center of Israel. “We had no choice. There is no shelter in my building, so we ran to the public shelter in the building next door,” said Fuchs Walla After the incident. “We arrived there, and the woman simply refused to let us enter. She stood at the door, the closed and the lock. Six of us stood out while the siren was still going.”
He said they tried to convince her to let them in, but to no avail. “We explained that we live right next to it, that we had nowhere to go, and she simply said no. At one point, we heard the boom and felt the building shake, so I opened the door and we entered inside.”
Fuchs, a recently released reservist, said it was one of the most difficult situations he lived. “I could have put it aside and force my way, but I decided not to do it. She could be my mother’s age. Even in an emergency, we must preserve human dignity.”
