Dual Chinese-U.S. Citizen Pleads Guilty to Theft of Military Technology Trade Secrets – RedState

According to a press release from the Ministry of Public Affairs on Monday, Chenguang Gong, a double citizen of the United States and China, pleaded guilty to a head of theft of commercial secrets. Gong was hired by a research and development company from the Los Angeles Region in 2023 to design integrated circuits specific to the application. From March 30 to April 26, 2023, Gong transferred thousands of files from his work laptop to three USB disks. Gong transferred nearly 1,800 of these files after accepting a position with a rival company.

Gong was dismissed from the Company of Victims on April 26, 2023.

A more in -depth investigation has shown that it was not the first Gong rodeo. For seven years (between 2014 and 2022), Gong worked in several other technological companies in the United States while asking for “talent programs” sponsored by the People’s Republic of China. Talent programs have been created to locate individuals with special skills, capacities and knowledge on advanced sciences and technologies to help transform the economy and military power of the PRC. Gong stole the concepts of these companies and, in its applications, to these RPC talent programs, claimed them as its own conceptions.

In 2014, while he was employed in an American information technology company whose headquarters are in Dallas, Gong sent a commercial proposal to contact in a high -tech research institute in China focused on military and civilian products. In his proposal, translated by Chinese, Gong described a plan to produce high -performance analog converters like those produced by his employer. In another application of the talent program from September 2020, Gong proposed to develop image sensors “Low Light / Night Vision” to be used in military night vision glasses and civil applications. Gong’s proposal included a video presentation which contained the model number of a sensor developed by an international defense, aerospace and security company where Gong worked from 2015 to 2019.

But it becomes even more perverse. Gong went to China several times in his quest for financing the PRC talent program.

Gong went several times to China to seek funding for the talent program to develop sophisticated analog converters. In its talent program applications, Gong stressed that the high performance analog converters that it proposed to develop in China had military applications, explaining that they “directly determine the precision and the range of radar systems” and that “[m]Issil navigation systems also often use radar front systems. In a 2019 email, translated into Chinese, Gong noted that he had “taken a risk” by going to China to participate in talent programs “because [he] worked for … an American military industry company “and thought it could” do something “to contribute to the” high -end military circuits “of China”.

According to Gong’s advocacy agreement, the planned economic loss of this criminal driving exceeds $ 3.5 million.
