ICE arrests charged sex offender in Norfolk amid Spanberger policy shift

Immigration and Customs Enforcement in Washington, D.C., announced the arrest of an illegal immigrant and Iranian national who had a criminal history that included several sodomy-related charges.
The arrest comes weeks after Gov. Abigail Spanberger rescinded by executive order her predecessor Glenn Youngkin’s 287(g) agreement with DHS, which allowed Commonwealth law enforcement agencies and federal immigration authorities to share resources and information to help apprehend illegal immigrants and criminals.
Virginia state Sen. Saddam Salim, D-Dunn Loring, also authored a bill prohibiting Virginia law enforcement from cooperating with ICE in most cases. The Democratic-controlled House passed the measure by a vote of 21-19.

Shayan Kahhal, whose sex offender registry listed a residential address near the Hampton Roads Bridge-Tunnel, was captured by ICE this week, according to an alert from the agency.
Kahhal has a criminal history that includes charges of armed rape, armed sodomy of a woman, armed sodomy of a boy and armed sodomy of a girl.
The Virginia State Police sex offender page lists one rape and two forcible sodomy convictions in 2011.

Salim’s bill prohibits state and local law enforcement from “maintaining, renewing, or entering into a federal immigration enforcement agreement unless such agreement contains certain conditions.”
“The bill also prohibits any person acting in his or her capacity as a law enforcement officer from assisting or cooperating with or permitting or authorizing resources to assist or cooperate with or to otherwise facilitate any operation carried out in whole or in part by federal authorities for the purpose of enforcing federal immigration law,” according to the text from Salim, who recently scored a surprise victory against longtime incumbent Chap Petersen after his Democratic colleague expressed support for retention. intact with the Washington Redskins name and Confederate monuments.
Fox News Digital reached out to Salim, who himself is a legal immigrant from Bangladesh, for comment.

The arrest and bill follow Spanberger’s order, which she defended by saying “Virginians deserve to have their law enforcement resources dedicated to the safety and security of their communities, not federal civil immigration enforcement.”
Reversing 287(g) “restores clarity and accountability to the role of state and local law enforcement and ensures they remain focused on public safety, justice, and community trust,” according to Lt. Gov. Ghazala Hashmi, who supported Spanberger’s decision.

Spanberger said Virginia law enforcement will continue to honor valid court warrants, promising to follow Virginia law in these areas.
