Kerr County Emergency Official Was Ill, Asleep When Disastrous Texas Flood Hit – RedState

Residents of Kerr County, Texas, always recover disastrous floods that swept the region during the weekend of independence day. While continuous cleaning, these people are (naturally) require certain responses from local authorities to the region’s warning systems and what happened in the hours that preceded the floods.
State legislators have held audiences on the issue, and one of these hearings came to admission to eyebrows: one of the main managers of emergency management was, the night of flood, evil and sleep.
Kerr County emergency management coordinator, who brought the weight of the deadly floods of July 4 in Texas Hill Country, said on Thursday that he was sick and asleep when flood waters increased in the middle of the night, finally killing 108 people in the county.
Admission by the official, William B. Thomas IV, occurred at the start of an extraordinary hearing held by state legislators in a crowded congress center in the city of Kerrville, a few steps from the banks of the Guadalupe river, which has reached record levels in the Precades of July 4.
Now we cannot blame Mr. Thomas to be sick or have taken his bed to fight his illness. That’s what someone would do. In addition, his colleagues and his management knew his absence.
Thomas said his supervisors knew he had left that day. He testified that he had slept for most of July 3; woke up briefly around 2 p.m. when he said that there was no indication of local precipitation; And then go back to sleep until his wife wakes him up at 5:30 am on July 4.
At that time, the worst floods had already jumped through low communities of the county, including the city not formed in Hunt Society and the summer camps and the recreational vehicle parks which are near the banks of the river.
But Mr. Thomas, as coordinator of the emergency management of the county of Kerr, was responsible for local alarms, etc. Kerry County had to have a list for this; If a person is absent for any reason, who takes care of this responsibility? This seems to be what some of the legislators of this hearing wanted to know.
Judge Rob Kelly, who is responsible for the emergency management department, was, that evening, in a second house in Lake Travis, and only returned when the extent of the floods was already apparent.
The sheriff of Kerry County, Larry L. Leitha, was, according to the Texas representative, Ann Johnson (D-Houson), not awake and informed of events until 4:20 am.
Addressing journalists, the Lieutenant-Governor of Texas Dan Patrick and the Texas representative, Dan Burrows (R-Lubbock), expressed some concern about this inability to communicate.
Addressing journalists on the sidelines of the hearing, Mr. Patrick and the representative Dustin Burrows, a Lubbock republican and the president of the Maison du Texas, expressed their dismay that many senior officials are absent at critical times of the crisis.
“Someone must have football,” said Burrows.
It looks like no one really knew who was supposed to be on appeal.

Now, it’s not like there was no alarm at all. The National Weather Service, as we have noted here on Redstate and has also been reported in many points of sale, has issued flood watches and flood warnings well before the event. But the vision here is nevertheless something that requires answers. What part of the mechanism has failed? If the person apart, who is in charge? If the person A and the person B are both out, who is the person C? Business management teams work under hierarchies like this all the time, so that even if half of the upper brass is on vacation, workers all know who go if they need something that decides.
It doesn’t seem to have happened here.
The consequences of these floods, including any political wrong, are still in progress. Stay listening.
