Minnesota Reporter Exposed Daycare Getting $7.8 Million Despite 95 Violations

Minnesota officials are accused of knowing for years about the alleged massive fraud involving day care centers, and a reporter exposed the problem nearly a year ago.

In a social media post on Sunday, TikTok’s X Libs account referred to a January report that a Minneapolis daycare, the Quality Learning Center, received about $8 million in taxes since 2019.

“Between 2019 and 2023, they committed NINETY-FIVE offenses that resulted in them being placed on conditional licenses. They got their licenses back in 2024 and continued to receive taxpayer money. No children were seen… This dates from January 2025, Minnesota authorities have known for years,” the account states:

The post referenced a KTSP report from January that said there were 62 active investigations involving federally funded child care centers in the state.

An outlet reporter took a closer look at the issue regarding which centers received the majority of Child Care Assistance Program (CCAP) funding:

A Minneapolis daycare, Quality Learning Center Daycare, had 95 violations between 2019 and 2023, according to DHS records. These violations range from “failure to keep dangerous items out of reach of children” to “no records for 16 children.” In 2022, DHS placed the facility under conditional licensing.

But state records show the Quality Learning Center daycare still received $7.8 million in federal taxes since 2019 despite its regulatory problems. Its conditional license was removed in 2024.

TikTok Libs’ post came after citizen journalist Nick Shirley reported on fraud linked to the state’s Somali community, according to Breitbart News.

Shirley also went to the Quality Learning Center, whose sign was misspelled, while trying to get answers:

In response to Shirley’s reporting, Congressman Tom Emmer (R-MN) said he wanted an explanation from Gov. Tim Walz (D) about child care centers receiving millions in federal aid but looking empty, according to Breitbart News.

The Breitbart article said: “Shirley then posted a report on YouTube, alleging that the center received $1.9 million in 2025, with the $4 million figure apparently representing the last two years. »

According to KSTP’s January report, Minnesota House Speaker-elect Rep. Lisa Demuth (R) said what the outlet uncovered highlighted that “oversight is incredibly lacking.”

“Are we keeping children safe in Minnesota? And what you’ve shown me here calls that into question,” she said.
