California lawmakers take up plan to redraw congressional districts

The Democrats of California launched the process on Monday to redesign the districts of the State Congress, an extraordinary action which, according to them, was necessary to neutralize the efforts of President Trump and the Republicans of Texas to increase the number of GOP legislators in the Congress.

If they are approved by state legislators this week, the Californians will vote on the measurement of the ballot, labeled proposal 50, during a special election in November.

During a press conference revealing the legislation, the president of the Senate Pro Tem McGuire (D-Healdsburg) and the president of the Assembly Robert Rivas (D-Hollister) declared that they agreed with Governor Gavin Newsom that California had to respond to Trump’s efforts to “rig” 2026 midterms by working on the number of Republicans 52 members of the Congress Congress.

The Republicans accused Democrats of having tried to overthrow the will of the voters, who adopted an independent redistribution 15 years ago, for their own partisan objectives.

“Citizens took control of the power of politicians in 2010,” said the assembly of the Carl Demaio assembly (R-San Diego), flanked by GOP legislators and signs in the Capitol Rotunda who said, “rigged card” and “defend the fair elections”.

“Let me be very clear,” said Demaio. “Gavin Newsom and other politicians waited, emphasizing lies … to take control of the back.”

After Trump has urged Texas to restart its congress districts to add five new GOP members to the Congress, Newsom and the Democrats of California began to temporarily call to reconfigure the current limits of the Congress of the Congress, which were drawn by the Independent Rediscimulation Commission approved by voters in 2021.

Other states also plan to restart their congress districts, degenerating the political battle on the control of the House of Representatives of the United States. Congress districts are generally reconfigured once every decades after the American census.

Newsom, other Democratic legislators and labor leaders launched a campaign supporting the restarting of California Congress districts on Thursday, and cards were sent to state legislative leaders on Friday.

The measures that legislators will have this week would be:

  • Give the Californians the power to modify the constitution of the State and to approve new cards, drawn by the Democrats, which would be in place for the elections of Congress 2026, 2028 and 2030, if states led by the GOP approve their own cards.
  • Provide financing for the November special elections.
  • Return the state to an independent redistribution commission approved by voters to redraw the congress districts after the 2030 census.

While Texas and several other states led by the GOP envisage an unusual redistribution of mid-December to maintain the hold of the republican party on the congress, Ohio is an anomaly. If its congress districts are not approved on a bipartite basis, they are only valid for two general elections and can then be restarted.

McGuire said California would go ahead if Ohio was doing.

“The state of Ohio clearly indicated that they wanted to be able to continue. They are one of the rare states of the United States of America which in fact allow … the redistribution in mid-December,” he said. “We firmly believe that they should cool it, go back, because if they do, California too.”

The Republicans responded by calling for a federal investigation on the Democratic Rediscovery Plan of California and promised to file several legal proceedings from the National and Federal Court, including two this week.

“We are going to plead this at every stage of the process, but we believe that it will also be rejected in the ballot boxes, before the public opinion court,” said Demioio.

He also called for a 10 -year ban on judging elected officials for the legislators of states who vote to support the appeal of special elections, although he did not say how he would try to do.

McGuire rejected criticism and threats of legal action, saying that the Republicans were more concerned with political self-service than the will of the voters of California or the rule of law.

“Californian republicans are now used for their pearls because of personal interest.
