It comes as new measures were proposed on Saturday by the Department for Environment, Food and Rural Affairs, which could see drivers in England, Scotland and Wales hit with penalty points on their license if they are caught spilling. License holders can be disqualified from driving if they accumulate 12 or more penalty points over a three-year period.
