Putin is testing NATO’s defenses. How will it respond?

For American allies in Europe, the model is undoubtedly: a deliberate campaign of climbing Kremlin, designed to probe the defenses and the political resolution of NATO.

On Monday, the question which is deposited by an emergency meeting of the United Nations Security Council is the way in which the Alliance will react.

While NATO is struggling to transform the alarm into action, officials and analysts have urged a more energetic response and warned that hesitation is likely to encourage Russian President Vladimir Putin. But questions about support in the United States, the risks of climbing and what this growing threat means to Ukraine is not resolved.

Estonia, which called for the Security Council meeting after three Russian mig-31 fighter planes entered its airspace for 12 minutes without authorization last week, pressed the members to tackle that it described as a “blatant and reckless and obvious violation of NATO airspace” and “repeated violations of Russia”.

Russia’s actions “undermine the essential principles for the security of all the member states of the United Nations”, said Estonian Minister of Foreign Affairs Margus Tsahkna in a position on X on Sunday.

The statements that Russia raped Estonian airspace was “baseless” and “aimed to increase tensions,” Kremlin spokesperson Dmitry Peskov said on Monday, adding that Russia operated in international regulations.

Until now, NATO’s response has largely limited to meeting rooms while the Moscow survey exposes a contrast between urgent calls for European leaders to action and the more silent response of President Donald Trump.

Questioned by journalists on Sunday if Washington would come to the defense of Poland and the Baltic States if Russia attacks, Trump said: “Yes, I would.”

NATO’s response to this Russian ratchet activity is equivalent to the launch of the “Eastern Sentry” operation earlier this month to strengthen the defense of the European eastern flank in response to a series of Russian drone incursions on Poland.

After Germany and Sweden blurred fighter planes on Sunday to intercept and follow a Russian flying plane flying without identification above the Baltic Sea, a regional chief said that Russia not only tests NATO’s response, but also aimed to reduce support for Ukrainian countries of resource redirect.

Calibrating how to react to Russia was not easy, said Latvian president Edgars Rinkevics on social networks, adding that Russia was just enough not to cross a red line.

Hesitation, analysts said, the risks sending a dangerous signal.

“Europe and NATO must show the desire to respond with force to Russia,” said Moritz Brake, a principal researcher at the Center for Advanced Security, Strategic and Integration Studies.

“Russia is trying to assess if it is possible to distinguish individual elements from the alliance,” he said during a telephone interview.

An energetic approach, explained Brake, would not only involve intercept of Russian planes, but also to send “inhabited hunting planes” which could shoot Russian jets “at any time”.

As an example, he underlined 2015, when the member of NATO, Turkey, killed a Russian war plane a few seconds after having violated the country’s airspace near the Syrian border. Moscow did not retaliate militarily.

“Russia has not declared war on Turkey,” said Brake. “Vacing is much more dangerous than an energetic approach.”
