The Senate has reached an agreement to re-open the Department of Homeland Security, but not fund Border Patrol and ICE, which Democrats blocked. Immigration enforcement has been at the center of the stalemate that caused a 42-day partial government shutdown that left TSA workers unpaid and extensive airport delays across the country.
