Change would only happen by getting past the DNC Rules and Bylaws Committee, then a majority of the committee’s 450 members, and finally the state Democratic parties. Some states are also expected to change their election laws. Some localities already use it for local and national elections, including Alaska, Maine, San Francisco, Minneapolis and, most famously, New York City, where Zohran Mamdani’s campaign used ranked-choice voting to triumph in the Democratic mayoral primary.

Will the Democratic Party get started? Party moderates might be skeptical, given that in 2016 and 2020, the current system produced their preferred presidential candidates in Hillary Clinton and Joe Biden. But the fight over the 2016 primaries also fueled discord between progressives and moderates as the fight between Sanders and Clinton played out late in the primary process, with some blaming it for Clinton’s defeat in the general election.

If Democrats instituted ranked-choice voting, it would certainly attract attention and give the party pro-democracy credentials, giving more candidates a chance to win. But it could spark a backlash from the party’s old guard, even as Democrats continue to articulate a vision for the future.
