What we know about the fatal ICE shooting in Minneapolis

A U.S. Immigration and Customs Enforcement agent shot and killed a 37-year-old woman Wednesday morning during surgery in Minneapolis, Minnesota, local and federal officials confirmed.

The shooting comes as the Trump administration deployed approximately 2,000 federal immigration and investigation agents in the Minneapolis-St. Paul district as part of a repression against state fraud scandal and immigration.

Department of Homeland Security Secretary Kristi Noem and President Trump called the shooting self-defense, but the mayor and governor disputed that claim, citing videos from the scene.

The woman shot was a 37-year-old American citizen.

The city of Minneapolis said police responded to a call reporting a shooting around 9:30 a.m. local time in a south Minneapolis neighborhood and found a woman in a vehicle had been shot in the head.

Minneapolis firefighters transported the woman to Hennepin County Medical Center, where she died, the city said.

The woman who was killed was identified to CBS News by a U.S. official as 37-year-old Renee Good. She was a U.S. citizen, federal sources confirmed to CBS News.

City leaders said Good was a legal observer of federal actions in the city and was not the target of an ICE-related arrest.

Old Dominion University President Dr. Brian Hemphill said in a statement that Good received his English degree in December 2020.

Feds say she was shot in ‘targeted operations’ by ICE

Tricia McLaughlin, a spokeswoman for the Department of Homeland Security, said in a statement that the shooting occurred while ICE agents were conducting “targeted operations.”

McLaughlin described the woman who was killed as one of several “violent rioters” who were “blocking” ICE agents.

According to McLaughlin, the woman “used her vehicle as a weapon, attempting to run over our law enforcement officers in an attempt to kill them.”

An ICE officer, “fearing for his life,” then “fired defensive shots,” McLaughlin said.

At a press conference after the shooting, Noem described the driver’s actions as an “act of domestic terrorism.”

Noem alleged that the ICE agents got stuck in the snow and were “attempting to get their vehicle out” when “a woman attacked them and those around them and attempted to run them over and ram them with her vehicle.”

In an article on Truth Social, also claiming that the shooting was an act of self-defense, Mr. Trump alleged that the woman “violently ran over the ICE officer” before being shot. However, a video clip from a local television news that Mr. Trump attached to the message shows no signs that any officer was run over.

Officer serving on an ICE enforcement and removal operations team

The officer’s name has not been released. Two federal sources told CBS News that the agent who discharged his weapon was an immigration agent on an ICE enforcement and removal operations team.

Noem said the officer was taken to the hospital after the shooting and has since been released.

“The same officer who was attacked today had previously been dragged by an anti-ICE rioter who rammed him with a car and drugged him with a car in June,” Noem said. “He was also injured at that time.”

Video, testimony and local and state officials dispute federal allegations

Statements from witnesses and local officials, who emphasize several videos of the meetingdispute federal officials’ accounts of the circumstances that led to the shooting.

During a fiery press conference, Minneapolis Mayor Jacob Frey disputed McLaughlin’s account that the shooting was an act of self-defense, calling the federal government’s account “bull****.”

“Having seen the video myself, I want to say directly to everyone: this is bullshit***,” Frey said. “This was an agent recklessly using his power, which resulted in someone’s death.”

At another news conference, Minnesota Democrat Governor Tim Walz said he had also seen the video and also disputed the self-defense account.

“Don’t believe this propaganda machine,” Walz said. “The State will ensure that a full, fair and timely investigation is conducted to ensure accountability and justice.”

Video taken by a man at the scene and provided to CBS Minnesota shows the woman in a maroon Honda Pilot SUV blocking the street with her car. An ICE agent walks behind the car and walks around the passenger side of the vehicle.

From another angle, she can be seen trying to wave someone around her before two officers park their silver van and get out, heading toward the driver’s side door of the Honda.

In this video, one of the officers in the van can be heard telling the woman to “get out of the damn car” as she approaches. He grabs the door handle of the Honda and the car begins to move backwards. As the Honda reverses, another officer moves in front of the vehicle on the opposite side. The Honda then begins to move forward, and the officer in front of the vehicle draws his gun and shoots the Honda.

That officer then moves to the side of the car, although it is unclear whether or not he was hit, and fires two more shots as the car continues to move forward.

The videos show the SUV driving a little further before hitting another car in the street.

Several witnesses reiterated what was seen in the videos and told CBS Minnesota that whistles sounded to alert neighbors of ICE’s presence around 9:30 a.m.

Minneapolis Police Chief Brian O’Hara said the FBI and the Minnesota Bureau of Criminal Apprehension are jointly investigating the shooting.

Shooting sparks local outrage

During his press conference on Wednesday, Frey I had a direct message to federal immigration officials, “get out of Minneapolis.”

“They are not here to keep this city safe. What they are doing is not to keep America safe. What they are doing is causing chaos and distrust,” the mayor said.

About 1,500 ICE Enforcement and Removal Operations agents and 650 Homeland Security Investigations agents have been deployed to the Twin Cities in recent weeks, CBS News has learned, a 15-fold increase over ICE’s normal presence in the region.

Waltz during his press conference said the state “does not need additional help from the federal government.”

“To Donald Trump and Kristi Noem, you have done enough,” Walz said.

THE the governor also ordered the Minnesota National Guard to prepare in case it is needed to help state and local authorities deal with the fallout from the shooting.

Democratic Rep. Ilhan Omar of Minnesota said in a statement that “ICE must stop terrorizing our communities.”

Minnesota Attorney General Keith Ellison said Mr. Trump’s decision to send thousands of federal agents to Minnesota was “causing serious harm and spreading terror” in the community.

Minneapolis Public Schools announced Wednesday evening that, “out of an abundance of caution,” classes would be canceled districtwide for all schools Thursday and Friday “due to safety concerns related to today’s incidents in the city.” All extracurricular and sporting activities would also be canceled.
