'Weather Commons' as collaborative weather management

As climate change and resulting extreme weather conditions intensify, interest in weather modification is increasing around the world. In Japan, under Goal 8 of the Moonshot R&D program led by the Cabinet Office/JST (Japan Science and Technology Agency), a weather control R&D program was launched to mitigate extreme wind and water damage.
