AI Regulation Moratorium Idea Isn’t Dead as Ted Cruz Pushes Sandbox Act
The American senator Ted Cruz presented a bill, the Sandbox Act, aimed at giving companies develop technologies of AI a means of bypassing regulations by requesting a government derogation.
According to the bill, the law “would establish a federal program of regulatory sandbox for artificial intelligence and for other purposes”.
By presenting the bill, Cruz said that this would allow Tech Tech to be unhindered by “obsolete or inflexible federal rules”. In addition to establishing a program for this, the bill, if adopted, would allow AI companies to request a derogation from two years which could be renewed up to 10 years. As part of this derogation application, technological companies should offer details on how they will address security and financial risks.
The proposed law occurs several months after the Congress has deleted an addition of expenditure invoices which would have blocked the regulations of the State for 10 years, a measure that Cruz was also late. In the meantime, there have been many debates on the role that the government should play in regulations – or not regulations – AI technologies.
In a press release linked to the Sandbox Act, Cruz said that the bill aims to “win the AI race” against countries like China. Cruz said: “Depending on this new IA framework can turn economic activity turbocharger, cut through bureaucratic administrative formalities and empower IA American developers while protecting human development. The sandbox is the first step. It embraces the entrepreneurial spirit of our nation and gives the developers of the AI to create all the risk of health or consumers.”
