Deputy Chief Carlos Calvillo of the Los Angeles Fire Department described the shooting as difficult because the belongings of homeless people in the area burned.
Calvillo added that there were concerns about the structural integrity of the highway after it was evaluated by a Caltrans structural engineer.
No injuries were reported.
