CBS News has exclusively learned that Democrats in the Senate and House of Representatives are investigating whether President Trump issued pardons and commutations in what is being described as a “pay-to-play” dynamic. Lawmakers sent letters to more than a dozen recipients of executive clemency, requesting documents on the history of payments and communications with lawyers or relatives of the president.
