Inside the Biden Administration’s Gamble to Freeze China’s AI Future
Then there were the details. How would policy distinguish the equipment that really pose a risk and the product companies should still be able to sell? Estevez says he remembers that the White House has pushed restrictions on a larger number of articles, while the trade service, which is responsible for promoting economic growth, has sought a more personalized approach. “Trying to hold China is a crazy race,” said Raimondo, the trade secretary, at the Wall Street Journal towards the end of Biden, describing export controls as simple “slowdowns” for China.
However, the administration continued to move forward. Several former civil servants have specifically cited the skills and bureaucratic determination of Chhabra as central for the flea strategy to occur. “American technology should not allow adversaries to strengthen the capacities of the AI that will be turned against American troops, strategic assets and critical infrastructure,” explains Chhabra, now outside the government and the national security policy in Anthropic. “The strong export controls are essential for American national security and the domination of the AI.”
It is not unusual for a group of researchers with a new daring vision for the policy of joining the government, but it is much less common than their ideas are quickly put into action. “Look, Tarun and I are argued all the time,” said Estevez, but “getting around the same direction was not the problem.” At least among this group of staff members, the basic conflict did not have supplied if he had to try to force China, but on the way – bottle restrictions compared to targeted measures which preserved more flexibility for industry.
Find that balance was a motion target. After the first series of controls in October 2022, the Biden administration decided that it should be more tightened by the restrictions. Keeping the chips advanced out of the Chinese market was a relatively discreet task, targeting only a few products. The inclination of Chinese efforts to build its own cutting -edge chips, on the other hand, was a multinational company. Indeed, the manufacture of semiconductors is based on precision machines and software from around the world, with particularly crucial inputs from the Dutch company ASML and Japanese companies such as Tokyo Electron. If the United States prohibited its equipment suppliers from selling in China, but Japan and the Netherlands have continued to sell, American companies will lose income and China would still be able to modernize its national manufacture.
The Biden administration had asked for the start of Japanese and Dutch cooperation, but there was no quick agreement. The White House has therefore decided to go to a rider alone and announced orders for 2022 before the Allies connected, knowing very well that this decision would harm American companies. The Biden administration then had to convince Tokyo and Amsterdam that joining the effort was worth losing exports and risking Chinese reprisals. After decades at the Ministry of Defense, Estevez knew that AI represented the future of war, he said. Whether or not it was an AI inflection point would happen, he knew that military planners would always prefer to face a Chinese adversary who was in technological lagging behind. This idea also seemed to gain weight with allied officials. “The sale of sale to the Dutch and Japanese was: artificial intelligence is the future,” explains Estevez. “And they bought that.”
