The 2022 U.S. Navy Commander’s Manual on Naval Operations Law defines a blockade as a “belligerent operation intended to prevent ships and/or aircraft of all states, enemy and neutral, from entering or exiting specified ports, airfields, or coastal areas owned, occupied by, or under the control of an enemy state.”
