Leonnig said that, according to his source, when Halligan “was running the U.S. Attorney’s Office in the Eastern District of Virginia, she was lobbying and pushing prosecutors to bring charges against Lucas, believing it would be important, a high priority case.”
“I was told that Halligan thought it would be good if the White House could, before the midterm elections, charge a prominent Virginia Democrat with corruption,” Leonnig said. added. “Norfolk-based prosecutors weren’t sure this was the strongest case in the world, but Halligan was convinced it should be pressed.”
