In Germany, whose Cold War fault line once symbolized the division of a continent, Secretary of State Marco Rubio imposed President Donald Trump’s red line for Europe.

“We in America have no interest in being polite and orderly guardians of the West’s managed decline,” Rubio said during his Friday speech to the Munich Security Conference.

America’s top diplomat called for a tightening of borders, a revival of industry and a reaffirmation of national sovereignty, arguing that the West’s drift was not inevitable but the result of political choices that the Trump administration now intends to reverse.

“We seek not to separate, but to revitalize an old friendship and renew the greatest civilization in human history,” he added, calling for an alliance that “heads boldly into the future.”

Rubio’s 3,000-word speech was one of the clearest expressions yet of Trump’s break with the global status quo. That underscored a broader shift in transatlantic ties, with Washington pressing European allies to take greater responsibility for their own defense and elevate their national sovereignty.

He described the erosion of manufacturing, porous borders and reliance on global institutions as symptoms of Western complacency.

Reclaiming supply chain independence, imposing limits on immigration and rebuilding defense capabilities, he said, would be key to reversing the trend.

His remarks were heard by an audience of European leaders who have long relied on American security guarantees and remain wary of a more transactional Washington.

It remains to be seen whether European capitals will adopt this vision. But Rubio made clear that, under Trump, the United States no longer sees itself as the quiet guardians of a declining order.
